Yes, I have done many "short notice" ceremonies. In Florida, only ONE signature is required on the Marriage License, the officiant's signature. I have performed many "just the two of us" ceremonies.

Bride and Groom question:  How can I personalize my wedding when it's just the two of us?

Response:  Bring family heirlooms or photos.  This tablecloth belonged to the Bride's Grandmother.  The Bride had a floral arrangement made to match the colors of her dress.  The arrangement was put on top of this heirloom tablecloth.
