Yes, I have done many "short notice" ceremonies. In Florida, only ONE signature is required on the Marriage License, the officiant's signature. I have performed many "just the two of us" ceremonies.

Question from a Bride and Groom . .
My parents are hosting a small engagement party at their home. They have never tasted or served champagne but they plan to serve it at this event. How do they keep it chilled? How do you open a bottle of champagne?
Response . .
Chill to 45 degrees in the refrigerator for at least three hours OR in a bucket with a 50/50 water and ice combination for 20 - 30 minutes. Don't just use ice, the water and ice combination works better. Do not put the bottle of champagne in the freezer because it will explode.
Uncork by holding the bottle by its neck, away from your body. Gently tilt the bottle to relieve pressure on the cork. Loosen the wire muzzle, foil and cork all at once by twisting the bottle (not the cork), until the cork slides out noiselessly, about six turns.
Avoid using saucer-shaped glasses, use champagne flutes so the column of tiny bubbles can rise steadily.
There are GREAT deals on "NV" (non-vintage) bubblies. The contents are usually a combination of several years blended together to maintain a consistent style year to year.
Consider purchasing California sparkling wine rather than "champagne."

Why would a vendor tell us he may be going out of business?
Response . .
A vendor should not be seeking new business if he foresees going out of business. He may also be stating this as a scare tactic. A wedding insurance policy or using your credit card will protect you BUT before you sign a contract with this vendor or give them a deposit do some research on this vendor (how long have they been in business, do they belong to any professional organizations, and would previous clients hire this person again).
