Yes, I have done many "short notice" ceremonies. In Florida, only ONE signature is required on the Marriage License, the officiant's signature. I have performed many "just the two of us" ceremonies.

Question from a Bride and Groom:  We are having a small wedding, about 20 people.  Do we need to get a beach wedding permit?

Response:  Yes  If you are setting up an archway, if you are setting up chairs, if you are decorating the ceremony area and if you are having more than FIVE people then you need to get a beach wedding permit.  You are conducting personal business on property that is either owned or managed by the county.
