The Captain is permitted to officiate on Celebrity Cruises, Princess Cruises and Cunard Cruises. First of all, and most importantly, for the ceremony to be "legal" you have to be "on land" because a Marriage License will ask for the ceremony location, and "the sea" or "the ocean" cannot be used as the location. So. it's very possible your ceremony will have to take place on the dock before the ship leaves.
