Yes, I have done many "short notice" ceremonies. In Florida, only ONE signature is required on the Marriage License, the officiant's signature. I have performed many "just the two of us" ceremonies.

Trying to combine the Bride's love of chocolate and a low calorie dessert for the bridal shower because all the bridesmaids are on a diet?
