If a vendor's fee is "too good to be true" then there is a reason for that . .

And some of those reasons may be . .

This person is not qualified or does not have a license or they will ask for a substantial deposit and then not show up to do the job.  So I suggest contacting the Better Business Bureau to check on this person's record.  If this vendor/supplier/provider has complaints against him or her, the BBB will have a record of those complaints and what they entail.
